Quartly began oil painting at age 13, demonstrating a love of life, nature, color and form. He received his Bachelor of Arts in Fine Art from Azusa Pacific University in 1996. As a student, he was honored by being asked to paint a mural on canvas for the Marshburn Memorial Library Solarium. It was this project that solidified his desire to pursue fine art.
